Asterisk 1.4.19 onwards does not include the iLBC soure code. This is beacuse of some licensing requirements. You can still install the iLBC codec into Asterisk. Download and expand the version of Asterisk that you require. Change folders to the Asterisk source code that you just expanded and run the command below.
contrib/scripts/get_ilbc_source.sh
You will need to press enter twice for the script to run. Read the licensing agreement.
You can now select iLBC from the Codec menuselect and iLBC will be installed.
